39:36a. Consideration of a request from Living Hope Church, 777 Meacham Road, to waive permit fees for a temporary banner advertising their Family Fall Fest in the amount of $25. (It has been past practice of the Village Board to grant fee waivers to governmental and non-profit organizations. (The Director of Community Development recommends approval.) b. Consideration to award a professional service contract to Engineering Enterprises, Inc. of Sugar Grove, IL for the evaluation study of the water main under I-290 off of Biesterfield Road in the amount of $56,545 from the Water and Sewer Fund. (A proposal was solicited from Engineering Enterprises, Inc. (EEI) of Sugar Grove, IL for the study of the water main condition underneath I-290. (The water main beneath I-290 has been out of service for a number of years due to a leak located under I-290. This study will assess the current condition of the pipe to determine whether it is suitable for lining or if an alternative rehabilitation or replacement method is required. (The Director of Public Works recommends approval.) c. Consideration to award a professional service contract to the lowest responsive and responsible bidder, Acino Decorating Corporation, of Elk Grove Village, IL for the bus shelter sandblasting and painting contract in the amount of $61,875 from the Busse Elmhurst Redevelopment, Higgins Road Corridor Redevelopment, and Business Leaders Forum Funds. (On Tuesday, September 30, 2025, the Village opened sealed bids for the bus shelter sandblasting and painting project. (The project consists of sandblasting, surface prepping, and painting 33 Villagemaintained bus shelters. (A total of four (4) contractors obtained contract documents, with two (2) submitting bids. (The lowest responsive bid was received by Acino Decorating Corporation, of Elk Grove Village, IL, in the amount of $61,875. (Adequate funds are available in the Busse Elmhurst Redevelopment Fund, Higgins Road Corridor Redevelopment Fund, and BLF Fund. (The Director of Public Works recommends approval.) d. Consideration to award a professional service contract to Christopher B. Burke Engineering, Ltd. of Rosemont, IL for preliminary engineering design services for the Commonwealth Edison right-of-way multi-use path project in the amount of $246,670 from the Capital Projects Fund. (A proposal was solicited from Christopher B. Burke Engineering, Ltd. of Rosemont, IL for preliminary engineering design services to install a new multi-use path in the Commonwealth Edison right-of-way, from Oakton Street to Landmeier Road and from Tonne Road to Devon Avenue, in the amount of $246,670. (The new multi-use path will connect the path at Oakton Street to the new path being constructed along Tonne Road, and from Tonne Road to Ridge and Devon Avenues, completing a large section of the Village's Bike Plan. (Christopher Burke Engineering has successfully completed design engineering services for the Village, including the Ridge and Devon sidewalk project and the Nicholas Boulevard Watermain and Roadway Reconstruction project. (Adequate funds are budgeted and available in the Capital Projects Fund. (The Director of Public Works has recommended approval.) e. Consideration to award a professional services contract to ARCON Associates of Lombard, IL for the architectural and engineering services for the 1650 Howard Street Renovations Project for a total contract amount not to exceed $258,350 from the BusseElmhurst Redevelopment Fund. (On Tuesday, September 30, 2025, the Village opened sealed bids for the 1650 Howard Street Renovation Project. (The project includes removing and replacing overhead doors, making structural updates to interior walls and the ceiling, cleaning and painting the interior, replacing exterior main doors, installing a new epoxy floor, and upgrading the HVAC and electrical systems to support future operational needs. (ARCON Associates of Lombard, IL has provided a professional services proposal to perform full architectural and engineering (A/E) services, site survey, civil engineering, and landscape design work for the 1650 Howard Street Renovation Project. (The proposal includes an A/E fee of 7.5% of the total construction cost of $3,132,832, totaling $234,962, plus $5,390 for the site survey and $18,000 for civil engineering, for a total proposal amount of $258,350. ARCON Associates has a strong reputation in the Chicagoland area for architectural and engineering services. (The Public Works Director recommends approval.) f. Consideration to award a professional services contract to Nicholas & Associates, Inc. of Mt. Prospect, IL to act as Construction Manager and Constructor for design, construction management, and administration of trade packages for the 1650 Howard St Renovations Project for a total contract amount not to exceed $3,252,833 from the Busse-Elmhurst Redevelopment Fund, in the amounts designated as follows: • 4% of the actual construction cost for Construction Management ($111,582); • A fixed General Conditions budget ($184,560); • Bonds & Insurance ($47,144); • Administer various construction contracts with the lowest responsive and responsible bidder in each of three (3) trade packages ($2,789,547); and • Reimbursable expenses ($120,000). (On February 28, 2017, the Village Board approved an agreement with Nicholas & Associates, Inc. of Mt. Prospect, IL to perform professional services where the construction manager is the constructor. (On Tuesday, September 30, 2025, the Village opened sealed bids for the 1650 Howard Street Renovation Project. (The project includes removing and replacing overhead doors, making structural updates to interior walls and the ceiling, cleaning and painting the interior, replacing exterior main doors, installing a new epoxy floor, and upgrading the HVAC and electrical systems to support future operational needs. (A total of twenty-one (21) contractors submitted bids. (Nicholas & Associates recommends to award the contract to Tor Construction of South Elgin, IL in the amount of $1,660,400 for Bid Package #1 - General Trades, Hartwig Mechanical of Harvard, IL for $648,600 for Bid Package #2 - HVAC, McWilliams Electric Co. of Schaumburg, IL in the amount of $480,547 for Bid Package #3 - Electrical. (The overall project cost of $3,511,183 is 14.7% below the original project estimate of $4,118,333. (The Public Works Director recommends approval.) g. Consideration to adopt Ordinance No. 3914 rescinding the Municipal Code of the Village of Elk Grove Village adopted on May 12, 1992, and adopting the 2025 Official Code of the Village of Elk Grove Village. (The Village has been in the process of updating our Village Code for the last few years. (The Village Code was originally drafted in the 1960s. While a major update was completed in 1992, many original provisions remained that were no longer applicable or fully in accordance with current State and Federal statutes. (Instead of updating limited provisions throughout the Code, Village staff took the opportunity to conduct an in-depth review of the entire Code to ensure it meets modern standards and practices. (Most updates reflected in the proposed 2025 Village Code are straightforward and intended to simplify processes and remove outdated language. (The most notable proposed change to existing practice is moving the start of the licensing year for general business licenses to August 1 and for crime-free housing licenses to January 1, effective in 2026. (As part of the transition to the new licensing year, current licenses will be extended to remain active until the start of the new licensing year. (The change to these licensing years will allow the Finance Department to manage its workload more evenly throughout the year. (The Village Attorney recommends approval. (A copy of the 2025 Village Code is available upon request at the Village Clerk's Office.) h. Consideration to adopt Ordinance No. 3915 establishing a list of street signage previously adopted by ordinance to be maintained on file in the office of the Village Clerk. (Section 6-4-7 of the newly adopted 2025 Village Code provides for a list of street signs and regulations to be placed on file in the Office of the Village Clerk. (Prior to this, changes to street signage regulating vehicular traffic required an amendment to the Village Code. (The new process establishes a list maintained in the Office of the Village Clerk, which can be amended by ordinance without requiring codification. (The Village Attorney recommends approval.) i. Consideration to adopt Resolution No. 59-25 authorizing the Mayor and Village Clerk to execute an Intergovernmental Agreement between Elk Grove Township and the Village of Elk Grove Village. (The Village and Township entered an Intergovernmental Agreement in 2022 for snow and ice removal on the Township's roadways. (The Village provides snow and ice removal for the Township's roadways within the Village's corporate limits. (Due to various annexations to the Village, the miles of Township roadways have decreased from 3.66 miles to 2.78 miles. (Elk Grove Township Road District agrees to pay the Village a seasonal rate of $14,438.65, reduced from the previous rate of $19,009.20. (The agreement includes an "Excessive Snowfall Fee," which allows for an additional charge of $613.26 for each additional snowfall above and beyond 55 inches of seasonal snow. The amount of this additional charge is reduced from the previous fee of $767.08. (The Director of Public Works recommends approval.) j. Consideration to adopt Resolution No. 60-25 authorizing the Village of Elk Grove to apply for funding assistance through the Illinois Safe Routes to School Program administered by Illinois Department of Transportation (IDOT), providing local assurance for the Oakton Street Resurfacing Project (Arlington Heights Road to Shadywood Lane). (The Village plans to apply to IDOT for funding assistance through the Illinois Safe Routes to School Program for the Oakton Street Resurfacing Project (Arlington Heights Road to Shadywood Lane). (The Village is requesting funding of $250,000 toward the construction of shortened pedestrian crosswalks, installation of accessible pedestrian signals, traffic-calming measures, and an eight-foot wide sidepath along Oakton Street from Arlington Heights Road to Shadywood Lane, which would complete a large section of the Village's planned bicycle network. (The Director of Public Works has recommended approval.)
