a. Consideration to allow the installation of two temporary banner signs in excess of thirty (30) days for Grecian Delight located at 1201 Tonne Road. (Grecian Delight has submitted a request to install two (2) temporary banner signs celebrating their fiftieth (50th) anniversary. (Two (2) temporary banners are requested to be displayed until November 30, 2024. (The Director of Community Development recommends approval.) b. Consideration of a request from Queen of the Rosary School, located at 690 Elk Grove Boulevard, to waive the FY 2024-25 business license fees in the amount of $50. (The Queen of the Rosary School is respectfully requesting the business license fee in the amount of $50 to be waived for one vending machine that is located at 690 W. Elk Grove Boulevard. (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations. (The Director of Finance recommends approval.) c. Consideration of a request from HCR ManorCare, located at 1940 Nerge Road, to waiveFY 2024-25 business license fees in the amount of $200. (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations. (The Director of Finance recommends approval.) d. Consideration of a request from the Elk Grove Park District to waive permit fees in the amount of $921 to replace additional roofing on the Administration Building at 499 Biesterfield Road. (It has been past practice of the Village Board to grant fee waivers to governmental and non-profit organizations.) (The Director of Community Development recommends approval.) e. Consideration to authorize payment for FY 2024-2025 membership dues to the Northwest Municipal Conference (NWMC) in the amount of $16,734.12. (The membership dues to the Northwest Municipal Conference is based on population and is assessed at a per capita rate of $0.51. (This is the same rate as the previous year's dues.) f. Consideration to award a professional service contract to M.E. Simpson Co., Inc. of Valparaiso, IN for professional services for fire hydrant flow testing in the amount of $26,000 from the Water and Sewer Fund. (A proposal was solicited from M.E. Simpson Co., Inc. of Valparaiso, IN for fire hydrant flow testing. (M.E. Simpson Co., Inc. will perform flow testing on approximately 500 fire hydrants in Elk Grove Village’s water distribution system. (M.E. Simpson Co., Inc. will furnish all labor, material, transportation, tools, and equipment necessary to flow test hydrants in the water distribution system. (The project will also include complete reporting of all issues found, with a final comprehensive report containing all hydrant flow data. (The Director of Public Works recommends approval.) g. Consideration to renew a contract with Trees "R" Us, Inc. of Wauconda, IL for Routine and Emergency Tree Removal Services contract in the amount of $28,056.83 from the General Fund. (On June 21, 2021, the Public Works Department opened proposals for the Routine and Emergency Tree Removal Services contract. (Trees "R" Us, Inc. of Wauconda, IL submitted the lowest proposal. (The contract provided for an option of four (4) additional renewals through April 30, 2026. (Trees "R" Us, Inc. has performed satisfactorily throughout the first three years of the contract. (The contract period is from May 1, 2024 through April 30, 2025. (The contract amount reflects a 3.3% increase over the previous year's contract. (Funds for the contract have been allocated in the General Fund. (The Director of Public Works recommends approval.) h. Consideration to award a professional services contract to Tasty Catering of Elk Grove Village, IL to provide staffing to manage food and drink as well as provide and set up equipment for the Village’s annual Oktoberfest Celebration in an amount not to exceed $45,514.25. (The Village holds an annual Oktoberfest Celebration each September at Rotary Green. (Tasty Catering has submitted a professional services proposal to provide staffing, equipment, event tents, lighting, a stage, tables, and chairs for the event. (Approval of this contract will allow the Village to reserve the event date and equipment to ensure availability. (Tasty Catering has successfully provided the same services for the Village's Oktoberfest for the past six years. (There are adequate funds available in the General Fund. (The event will take place on Friday, September 20 and Saturday, September 21, 2024.) i. Consideration to award a professional services contract to Engineering Enterprises, Inc. of Sugar Grove, IL for Professional Engineering Services to provide part-time, on-call water and sewer consulting services in the amount not to exceed $48,000 from the Water and Sewer Fund. (A proposal was solicited for professional engineering services from Engineering Enterprises, Inc. of Sugar Grove, IL for Professional Engineering Services to provide part-time, on-call water and sewer consulting services. (Engineering Enterprises, Inc. has successfully provided part-time on-call consulting services for several other municipalities in the Chicagoland area. (Adequate funds are available in the Water and Sewer Funds. (The Director of Public Works recommends approval.) j. Consideration to award a professional service contract with Pirtek of Elk Grove Village, IL for the Hydraulic Inspections and Maintenance Agreement off the Busse Woods Dam in the amount of $48,000 from the Water & Sewer fund. (The Department of Public Works recommends awarding a professional service contract to Pirtek of Elk Grove Village, IL for the Hydraulic Inspections and Maintenance Agreement of the Busse Woods Dam. (The contract provides ten (10) monthly inspections, one (1) semi-annual inspection, and one (1) annual inspection. The inspections include checking all hydraulic components, cleaning filters, and exercising valves. This agreement ensures replacing all broken or worn hydraulic parts and replaces all parts based on manufacturers' recommended life expectations. The agreement also specifies rates for emergency response calls. (Pirtek is a local hydraulic service provider that has provided similar and successful service to the Village and other businesses throughout northern Illinois. (Adequate funds are budgeted for the Water and Sewer Fund. (The Director of Public Works recommends approval.) k. Consideration to award a purchase contract to CDS Office Technologies of Itasca, IL for the purchase of 5G cellular routers and antennas for Police vehicles for an amount not to exceed $67,878. (The existing routers and antennas in Police vehicles are five (5) years old and need to be replaced with current high speed units to accommodate the latest in-vehicle networking needs. (Research and testing of replacement routers were conducted from mid-2023 to early 2024 to ensure the new units would be compatible with the squads and dispatching software. (Each cellular router will use the latest 5G cellular technology and come with a 5-year warranty. (CDS Office Technologies of Itasca, IL has offered the most favorable pricing and supplied the routers and antenna units purchased for testing. (Funds are budgeted in the FY2025 Police Department Capital Replacement Fund for the replacement of in-vehicle cellular routers and antennas. (The Police Chief recommends approval.) l. Consideration to waive the formal bidding process and award a contract to JG Uniforms of Chicago, IL for the Police Department's FY2025 Uniform Services in the amount of $76,500 from the General Fund. (The Police Department has purchased uniforms and equipment from JG Uniforms for the past ten (10) years. (For the FY2025 budget, JG Uniforms has extended an offer to the Village for a one (1) year contract with a two percent (2%) increase for all items. (The two percent (2%) increase covers JG Uniforms rising operation costs and inflation. (The FY2025 Police Department's Uniform Services contract would be $76,500 (Adequate Funds are available in the FY2025 Police Department General Fund. (The Chief of Police recommends approval.) m. Consideration to award a contract to Langton Group of Woodstock, IL for the Parkway Tree Planting contract in the amount of $78,000 from the Green Fund. (On Tuesday, April 30, 2024, the Village opened sealed bids for the Parlway Tree Planting contract. (Four (4) contractors obtained bid packets, with two (2) contractors submitting a bid. (The contract provides for planting 500 parkway trees throughout the Village in 2024. (250 trees will be planted this spring while another 250 trees will be planted in the fall. (The lowest responsive and responsible bid was received from Langton Group of Woodstock, IL in the amount $78,000. (Funds for the contract have been allocated in the Green Fund. (The Director of Public Works recommends approval.) n. Consideration to award a purchase contract to Heartland Business Systems of Lisle, IL for the purchase of HP desktop computers for the Fire and Public Works Departments, in the amount of $80,863.18 from the General Fund, Business Leaders Fund, and Water and Sewer Fund. (The Village previously established a four-year rotating replacement cycle for its PC hardware. (The Village also previously standardized on hardware vendors whose units have been proven to handle the demands of our increasingly complex networks. (Each desktop and laptop will come with a 512 gb solid state hard drive, Windows 11, and a 3-year warranty. (The most favorable price of these units is available to the Village by virtue of the national TIPS contract (TIPS contract number 220105). (The Director of Information Technology recommends approval.) o. Consideration to award a professional service contract to HR Green of McHenry, IL for design and construction engineering services for the Pratt Lift Station Rehabilitation project in the amount of $86,810 from the Busse Elmhurst Redevelopment Fund. (A proposal was solicited from HR Green of McHenry, IL for the design and construction engineering services for Pratt Lift Station Rehabilitation project. (HR Green will provide construction documents, including the plans, specifications, special provisions, and construction oversight for the Pratt Lift Station rehabilitation project. (The Director of Public Works recommends approval.) p. Consideration to award a professional service contract to RJN Group of Wheaton, IL for professional engineering services for the 2024 Busse Road Sanitary Sewer Point Repair project, in the amount of $90,000 from the Busse Elmhurst Redevelopment Fund. (A proposal was solicited from RJN Group of Wheaton, IL for design and construction engineering services of the 2024 Busse Road Sanitary Sewer Point Repair project. (This sanitary sewer line receives the vast majority of the Village's Business Park sanitary flow and was recently rehabilitated in 2022 by cured in place lining. (During construction, it was determined that 300 feet of sanitary sewer on Busse Road South Greenleaf Ave. had a sag and sanitary flow was being impeded. This section of pipe requires replacement in order to restore the natural flow of sanitary. This rehabilitation project will require major bypass pumping along with permitting from both IDOT and MWRD.) (The proposed rehabilitation will ensure reliable sewer service to the Village's Business Park now and into the future. (The Director of Public Works recommends approval.) q. Consideration to renew a professional services contract with HR Green, Inc. of McHenry, IL for fire plan review services in the amount of $250,000 from the General Fund. (This is the sixth year that the Fire Department will be using HR Green, Inc. for fire plan review services. (All previous terms of the agreement for services worked exceptionally well for the Fire Department. (The contract provides for regular review of sprinkler, fire pump, and fire alarm drawings and related calculations. Specialty reviews are also provided as needed. (HR Green, Inc. representatives reviewing fire plans are ICC Certified Master Code Professionals with fire service-specific certifications. (Adequate funds are available in the recently adopted FY25 Fire Department General Fund budget. (The Fire Chief recommends approval). r. Consideration to award a professional service contract to HR Green, Inc. of McHenry, IL for the Preliminary and Final Design Engineering Services for the Pratt Boulevard Improvement project in the amount of $449,403 from the Busse-Elmhurst Redevelopment Fund. (Village staff have begun preliminary planning for the Pratt Boulevard Improvements project. (Work will include roadway rehabilitation, multi-use path installation, landscape enhancements, lighting replacement, sidewalk improvements and watermain replacement. (HR Green, Inc. of McHenry, IL submitted a proposal to provide Preliminary Design Engineering Services for the amount of $449,403. (Adequate funds are budgeted and available in the Busse-Elmhurst Redevelopment Fund. (The Director of Public Works recommends approval.) s. Consideration to adopt Ordinance No. 3853 pursuant to the Village's Home Rule authority to allow for Lateral Transfer of Police Officer Hiring by the Fire and Police Commission. (This ordinance is required to change the Fire and Police Commission rules to allow for lateral police officer hiring for candidates with under two years of experience and to eliminate the written examination from the rules.) t. Consideration to adopt Resolution No. 29-24 approving the Plat of Subdivision identified as 2055 Lunt Avenue (2055 Lunt Avenue, 2101-2105 Lunt Avenue, 2139-2145 Lunt, and 1700 Nicholas Boulevard). (This Resubdivision would consolidate four (4) existing lots at 2101-2105 Lunt Avenue, 2139-2145 Lunt Avenue, 2055 Lunt Avenue, and 1700 Nicholas Boulevard into one (1) lot for the purpose of constructing a data center on the new lot. (Village staff recommends approval.) u. Consideration to adopt Resolution No. 30-24 approving the Plat of Subdivision identified as ALIGNED ORD03 CONSOLIDATION (141 Northwest Point Boulevard, 150 Northwest Point Boulevard, and 50 Northwest Point Boulevard). (This Resubdivision would consolidate three (3) existing lots at 50 Northwest Point Boulevard, 150 Northwest Point Boulevard, and 141 Northwest Point Boulevard into one (1) lot for the purpose of consolidating the parcels to develop a portion of the data center campus. (Village staff recommends approval.)
